A
desire for a faster more seamless process led to Design – Build contracting.
In the Design – Build process the owner contracts
with a single entity that is responsible for the design
and construction of the facility. By 1996, over half
of the states allowed Design – Build to be used
in public procurement and Congress has passed specific
authorization for the use of the Design – Build
process. The process leads to lower costs, increased
construction and delivery speed, and decreased cost and
schedule growth as compared to either Design – Bid – Build
or Construction Manager at Risk methods.
